Around the world, governments are experimenting with different approaches: comprehensive, risk‑based statutes; sectoral rules; voluntary frameworks; and international coordination. Internationally, the OECD AI Principles, the G7 Hiroshima AI Process, the Council of Europe’s AI Convention effort, and various UN initiatives aim to align norms and standards across borders.

Third, small firms can be inadvertently squeezed by compliance costs; sandboxes, standardized templates, and shared testing resources can reduce fixed burdens without compromising safety.
