The AI conversation often focuses on model training, but the real bottleneck is usage. Businesses—especially outside the tech sector—struggle with skills, data readiness, and the confidence to embed AI into workflows. Without broad-based adoption, leadership will remain theoretical.

Regulatory Clarity

The UK’s “pro-innovation” regulatory stance is appealing, but businesses still need a clear roadmap. With the EU AI Act coming into force, UK companies trading into Europe will have to comply with both regimes. The absence of a defined long-term UK framework risks creating uncertainty for investors and operators alike.

Make Safety a Strength

The AI Safety Institute shouldn’t just serve domestic policy—it should aim to set the gold standard globally. By exporting its evaluation protocols and forging alignment with other nations, the UK could lead in shaping how AI is tested and trusted worldwide.

Invest in Skills at Scale

We need more than short courses. AI literacy should be embedded across professional training, from apprenticeships to executive education. Corporate coaching, tailored to sectors like manufacturing, legal, and healthcare, can bridge the gap between capability and deployment.

Leverage the Public Sector

Government services—from the NHS to local councils—are fertile ground for AI pilots. These projects can create reusable playbooks for private industry, showing exactly how AI can deliver efficiency, accuracy, and better citizen experiences.

Publish a Clear Regulatory Roadmap

A principles-based, innovation-friendly approach is valuable, but it needs milestones. Setting out a three- to five-year plan for AI regulation, aligned where possible with major trading partners, will give businesses the certainty to invest.

For the UK, this is about more than economic opportunity—it’s about strategic relevance. Leadership in AI would reinforce the country’s position in science, industry, and diplomacy. Failing to lead would mean adapting to standards and technologies set elsewhere.

It also means recognising that AI leadership isn’t something that happens “somewhere else.” It can and should be built in places like Belfast, Manchester, and Leeds—not just London and Cambridge. Regional innovation hubs, linked to compute resources and skills pipelines, will be essential to making AI benefits truly national.
