Power Automate Desktop vs cloud flows: which should your business use?

Power Automate includes more than one kind of automation. Cloud flows connect online services and respond to events, schedules or button presses. Desktop flows automate work through applications and websites on a Windows machine.

The right choice depends on where the work happens. Choosing the wrong type can leave the business with a brittle process that only works on one laptop or an online flow that cannot reach the system it needs.

What a cloud flow does

A cloud flow runs in Microsoft's cloud service. It can start when a new form is submitted, an email arrives, a SharePoint item changes or a schedule is reached. It can then use connectors to read or update approved systems.

Cloud flows are a strong fit when the systems already provide supported connectors or APIs. Examples include:

  • copying approved form submissions into a SharePoint list
  • routing invoices or documents for approval
  • sending a Teams notification when a record changes
  • creating tasks from a controlled mailbox
  • moving information between Microsoft 365 and another supported service

Because the flow is not tied to a visible desktop session, it can be easier to run and monitor centrally. It still needs an owner, suitable connections and a plan for failures.

What a desktop flow does

A desktop flow uses robotic process automation to interact with software through a Windows machine. It can enter data, select controls, move files and work with applications that do not offer a useful connector.

Desktop flows can help when a business relies on older desktop software, a supplier portal or a repeated task that must be completed through a user interface. They are also more sensitive to screen changes, pop-ups, timing, machine availability and application updates.

Use the simplest reliable route

If an approved connector or API can perform the work directly, start there. Direct system connections are normally easier to test than automating mouse clicks and screen positions.

Desktop automation becomes reasonable when there is no dependable direct route and the task is stable enough to justify support. The business should understand that a user-interface change can break the flow even when the underlying process has not changed.

When a mixed approach helps

Some workflows need both. A cloud flow might receive a request, validate the information and place it in a queue. A desktop flow can then complete a task in a legacy application. The cloud flow can record the result and notify the owner.

This separation can make the workflow easier to control. The online part manages the request and evidence, while the desktop part performs the narrow task that cannot be reached another way.

Questions to ask before choosing

  • Does the target system have a supported connector or API?
  • Must the work run when no user is signed in?
  • Is the desktop application stable and supported?
  • Which account and machine will own the flow?
  • What confidential information does the automation handle?
  • How will failed runs be detected and retried?
  • What happens when the interface or system changes?
  • Can a person complete the task manually if the flow stops?

These answers matter more than the novelty of the automation.

Security and ownership

Use dedicated environments, appropriate licences, managed connections and the smallest useful permissions. Avoid building a business-critical process around one employee's personal desktop and account.

Microsoft now supports cloud connector actions within desktop flows in some scenarios, but prerequisites and licence requirements vary. Check the current official documentation for the connectors and execution mode you plan to use.

Data policies can also restrict which connectors may share information. Include the Power Platform administrator when a flow handles customer, employee or financial data.

Decide how the automation will run

A desktop flow may run with a person present or through an unattended arrangement, depending on the design and licence. The choice affects the machine, account, security and support model. Write down which device runs the flow, when it is available, how updates are managed and who can sign in to repair it.

For a cloud flow, confirm which connection owns each action and what happens when credentials expire. A centrally visible flow can still stop because one personal connection was disabled. Test that failure before the workflow becomes important.

Run a controlled pilot

Choose one repeated task with a known baseline. Test normal cases, missing data, wrong credentials, application updates, timeouts and interrupted runs. Record who can restart the flow and how the business confirms that the result is correct.
